in 1995 by the Lawyer and Captain Merchant Marine Maximiliano
Navas, focuses its field of professional activity on offering

Due to the professional experience of the partners, first
as lawyers and then as Captain Merchant Marine, Commissioner
for Maritime Damage and, in some cases as Expert Pilot of
the Huelva harbour or as European Union Consultant, our aim

His formal training is widely diverse: Lawyer; Bachelor of
Law (specialised in Private Law) by the University of Seville;
Master of Maritime Law by the University of San Pablo CEU
in Madrid and the Maritime Research European Institute (IEEM);
Captain Merchant Marine and First Merchant Marine Officer
appointed by the Spanish Merchant Administration; Bachelor
of Navigation and Carriage by Sea by the University of Cádiz;
Mercantile and Maritime Research Student -Doctorate- at the
University of Seville; Security & Nautical Inspector for
Liberia and Pánama flags; Superior Surveyor for Maritime
Damage Course by the Insurance Higher Studies Institute appointed
by the Treasury of the Spanish Kingdom. Fluent in both Portuguese
and English languages.
At present, he is the General Manager and Administrator of
both 'Gestión Marítima del Sudoeste' (Sudoeste
Maritime Management), a maritime consultancy and management
basically devoted to ship surveys and recreation navigation,
and this legal firm, 'Gabinete Marítimo Mercantil -
Abogados' (Mercantile Maritime Office - Lawyers); the head
of this firm being held by himself. Agent for the Panamanian
Bureau of Shipping (Republic of Panama) and for the Liberian
Bureau of Maritime Affairs (Republic of Liberia) regarding
the south of the Iberian Peninsula (Portugal and Spain); Naval
Surveyor for ships with Liberian and Panamanian flags; and
Member of the Maritime Law Spanish Association (I.M.O. España),
and the Maritime Research European Institute.
His further training comprises courses on different branches:
from Navigation to Law and Management. He has participated
in numerous Courses and Seminars related to Maritime Law:
from the Academic Course on Legal Practice by the Illustrious
Bar Association of Huelva, to the more specific ones as Merchant
Navy Specialist like Radar Observer, Radio Operator, Sea Traffic
Naval Controller, Inert Gas System / Crude Oil Washing (COW),
Oil Tankers, Chemical Product Transport, Liquid Gas Transport,
etc, among many others.
His professional experience starts and ends within the sea.
He joined different gas and refrigerating merchant ships.
Afterwards, while finishing his Law studies, he worked as
a ship's surveyor to, later, run a consulting firm belonging
to the European Union, the Business Innovation Centre Algarve
- Huelva. He finally established his own lawyer's office,
the fruit of his labour being the birth of the legal defence
and advice firm 'GMM - Abogados' (GMM - Lawyers). The creation
of the company 'Gestión Marítima del Sudoeste'
(South-West Maritime Management), more related to the management,
consulting and pleasure navigation, was originated due to
the maritime specialisation of the firm.
Among his works and publications, we should highlight his
degree thesis on Navigation and Sea Carriage "Régimen
de responsabilidad del transportista marítimo en
el Código de Comercio. Especial referencia a la
navegabilidad del buque" (Commercial Code System
of responsibilities for the sea carrier. Special remarks
on the seaworthiness), awarded with the maximum mark;
his memorandum for the Master of Maritime Law titled "El
contrato de arrendamiento del buque. Póliza BARECON
89" (The ship hiring contract. BARECON 89 Policy);
and his present doctoral thesis on "Seguridad y Navegabilidad
del Buque" (Ship Security and Seaworthiness).

After having been sailing for 10 years, he passed the official
test so as to be the State Harbour Pilot in Huelva, where
he has been working for the last thirty-six years.
Captain Merchant Marine, expert in navigation and organisation
of the personnel aboard, he focuses his tasks on the relations
with the different agents and operators belonging to the harbours
of Seville, Cádiz and Huelva, as well as the general
technical advice. He has attended some Law Courses at the
U.N.E.D. - Universidad Nacional de Educación a Distancia
(Open University). He is the Vice-consul of the Republic of
Liberia in Huelva.
Several courses on Computing; Course on Long Length Ship
Navigation Simulation by the Ministry responsible for
Public Works and Buildings of the Spanish Kingdom.

His formal training is completely focused on the sea. At
present he runs the office of GMM in Seville. Bachelor of
Navigation and Sea Carriage, as well as Commissioner for Maritime
Damage, he is specialised in Dangerous Goods Manipulation
for Harbour Organisation Components. Naval Surveyor for the
Republic of Liberia Bureau Of Maritime Affairs He has obtained
an excellent training regarding ship surveys by means of many
specific courses such as those on Quality and Organisation
of Survey Entities, Training of Dock Operators, Harbour Dangerous
Goods Manipulation Terminals, or Nautical Compass Adjuster.
At present, he both continues his studies of Law at the University
of Seville and finishes his doctoral thesis: "Experto
Universitario en Peritaciones y Tasaciones: I. R. D., V. A."
(Expert University Student on Surveys and Valuations: I. R.
D., V. A.). Fluent in Italian (level CELI - five years) and
perfect in English.
His professional beginning can be found within the sea. He
joined different gas, container and refrigerating merchant
ships for years. He has worked as Chief Surveyor at the harbours
of both Seville and Huelva for the Ship Technical Survey Society
and, for several years, has been doing many services related
to the sea carriage and navigation in general (merchant, fishing
or pleasure) fulfilling liquidation tasks as well as working
as a Damage Surveyor. He is a Compass Adjuster and Co-ordinate
Trainer on courses about Security and Dangerous Goods referred
to the IMDG Code, given by the Spanish Merchant Navy Official
School.
With respect to his further training, we must underline the
great amount of specialised courses received: Maritime Security
and World Rescue System; Advanced Nautical Kinematics; Maritime
Satellite Radio-communication Simulation; Sailing Simulation;
Risk of Fire Evaluation Onboard; Sea Traffic Analysis; Seagoing
Tugboat; Work Design Application Onboard; Sea Pollution; Introduction
to the Industrial Hygienic; Teaching Audio-visual Technique
Applications; etc.
Among his works and publications, we should highlight his
degree thesis "La Navegación en el Río
Guadalqivir" (Navigation Along Guadalquivir River), awarded
with an outstanding mark.

Manuel González Cambis
Merchant Navy Machine Operator Officer - Commissioner for
Maritime Damage
GMM Office in Algeciras
Engineer Merchant Marine, Chief Officer, degree by the University
of Cádiz, he has been onboard for more than ten years
in different ships, aspect which makes him, together with
his experience on mainland, an expert regarding the technical
aspects related to the maritime material and machine. He specialised
in labour risks after his professional period on mainland
- 3 years at nuclear power stations, 13 years at power stations
and, this present year working as a Maritime Surveryor in
Algeciras. He has a Master on Labour Risks Prevention and
has attended the Commissioner for Damage Survey Course.
Among the different specialised courses he attended, for
example, Programmed and Predictive Maintenance; Combustion
Physics and Chemistry; Labour Safety and Hygiene; Line, Collector
and Pipe Design, N. D. T.; Rotary Equipment Alignment; Fire
Prevention; Machinery Simulators (Course I a V); Course on
Electric Plants; Westinghouse Process Control; and short courses
on promotion to Security Officer. At present, he is the Co-ordinate
Trainer on courses about Security and Dangerous Goods referred
to the IMDG Code, given by the Spanish Merchant Navy Official
School.
He is a member of the C. O. M. M. E. (Professional Merchant
Marine Association) , the Businessmen Society of the Algeciras
Bay, the Navigation Board and Harbour Authority of the Algeciras
Bay; and the I. D. G. T. E. (Institute of Diesel and Gas Turbine
Engineer).
